European union
As a leader or member of international consortia, we have been active in a number of major European policy studies (see Downloads). We are engaged, as partners, in a study of European State Aid rules as applied to audiovisual industries.

Consultancy for the institutions of the European Union, such as the European Commission and European Parliament, will continue to be provided under our former name of David Graham and Associates and led by David Rolfe and David Graham.

David formed David Graham & Associates (DGA) in 1990 to develop data and research services for independent TV and film producers. The company became Attentional Ltd in 2007.

David’s career in broadcasting began at the BBC, as a producer in the Current Affairs department of BBC Network Television. In 1980, David founded Diverse Production Limited, an independent production company, which supplied current affairs programmes to Channel Four. David built Diverse Production into one of the largest independent producers in the country.

David was educated at the Universities of Bristol and Indiana. He is a member of The Royal Television Society and has been awarded a medal for Outstanding Services to Television.

David Graham specialises in leadership of large public interest consultancy projects.

David joined Attentional in September 2006 as a consultant with special responsibilities for regulatory matters and European affairs. He is currently working within a European consortium on a consultancy project for the European Commission on State Aid for the European audiovisual industry, as well as regulatory work for the UK Film Council. David has also been involved with Attentional's research into new media platforms, such as VoD.

In 2005 he graduated from Keble College, Oxford University with a BA in Ancient and Modern History. David was also President of the Oxford University Film Foundation. In 2006 he earned an MA in American Studies from King’s College London.
